Corruption in public administration is a serious problem that negatively affects society and the functioning of the State. It is essential to address this issue effectively to promote transparency, integrity and trust in government institutions. This research aims to review the existing literature on the evaluation of corruption and its effects on the effectiveness of public administration. Three research questions were posed following the PICO methodology (1) What is the effect of corruption on the population's trust in government institutions?, (2) (...) What mechanisms to prevent and combat corruption in public administration have been implemented in different countries?, (3) What is the impact of corruption on government efficiency? The investigations were carried out using the Scopus database and Web of Science for which inclusion and exclusion criteria were applied to identification, screening and including 40 relevant articles. The results elucidate citizens' perception of corruption in public administration, as well as the sources that cause this scourge. In addition, the key findings of the review are presented, including the mechanisms to prevent and combat corruption implemented in different contexts. It is concluded that to combat corruption requires a joint effort from society, the government and entities in order to promote transparency and strengthen institutions, which in turn will contribute to building a more just and trustworthy society. El escrito, adentrándose en la teoría allagmática de Gilbert Simondon, tiene como objetivo provocarle al concepto de cosmopolitismo variantes ontológicas, epistemológicas y éticas. Se piensa, dichas variantes, al romper con los primados sustancialitas que sitúan el principio de individuación como algo consumado, idean un horizonte de sentido que se muestra capaz de expresar al cosmopolitismo, no como un ideal regulativo, sino como un proceso. De este modo, pensar al cosmopolitismo como un proceso, reclama asumir los movimientos ontológicos, epistemológicos y éticos, (...) no como abstracciones, sino como devenires-límite que reclaman examinar cómo es que nos creamos. Por lo anterior, en el escrito se afirma junto a Simondon: el cosmopolitismo pensado a la luz de la allagmática involucra la producción de movimientos capaces de afirmar disímiles modos de existencia. El cosmopolitismo es un proceso siempre por hacer y por afirmar en el que nos jugamos la posibilidad de expresar una vida digna. (shrink)

La nota desarrolla un examen teórico del significado y alcance de las reformas constitucionales aprobadas por el Congreso mexicano en junio de 2011. En opinión de los autores, si estas reformas son tomadas en serio suponen el comienzo de otra transición, en la medida en que hacen de los derechos fundamentales y sus garantías el marco supraordenado al que deberán sujetarse tanto las leyes ordinarias como el funcionamiento mismo del Estado mexicano.

The study of oral tradition, as didactics, in reading comprehension; had as its primary objective to demonstrate the influence of oral tradition, as didactics, on the reading comprehension of students of the Daniel Alcides Carrión National University, for this it was necessary to analyze the reading ability according to the levels of reading comprehension and determine how the use of oral tradition, As a didactics, it influences the literal, inferential and critical level when understanding a text. The study was of (...) an experimental type of pre-experimental level, with the use of the scientific method, which allowed the implementation of the pertinent procedures for textual comprehension. Likewise, the survey, observation and the questionnaire with 15 questions were used as an instrument, the same that fulfilled the process of validity and reliability by personalities of research trajectory, which was applied at two different times in a sample of 20 students, of which; it was obtained as a result of 0.000 < 0.05 according to the Wilcoxon test. It shows that: oral tradition, as didactics, influences the reading comprehension of students at the Daniel Alcides Carrión National University. (shrink)

El pintor Rafael Ángel Fernández Piedra, fallecido en 2018, es considerado uno de los artistas más representativos de Costa Rica, cuya obra ha tenido también una proyección internacional considerable, al formar parte de la Colección del Museo José Luis Cuevas en Ciudad de México, así como de la Colección del Museo Rally de Arte Contemporáneo, en Punta del Este, Uruguay, entre otros. Obtuvo el premio Aquileo J. Echeverría en Artes Plásticas en 1968, 1972 y 1975, así como el premio (...) Ao evidenciar que as relações estabelecidas por homens e mulheres com o meio concreto engendram o real, a dialética torna exequível a revolução do status quo por possibilitar a compreensão de que o mundo é sempre resultado da práxis humana, seja ela marcada por relações de dominação que reificam e fetichizam a prática social, seja marcada por relações que operam a humanização dos homens e mulheres. Ao romper com os fetiches, ou seja, ao perceber que os objetos não devem sujeitá-los, (...) homens e mulheres avançam de encontro à reificação, alçando-se a possibilidade de revolucionar suas condições de existência. Assim, o rompimento da pseudoconcreticidade ocorre no momento em que se evidencia que a realidade social se concretiza por meio das condições de produção e reprodução da existência social das pessoas, que é em nossa sociedade marcada pela luta de classes. Este processo de rompimento exige um esforço construtor de uma interpretação do real que vá para além de uma representação caótica do todo, típico das vivências cotidianas. Este artigo postula que o método materialista histórico dialético pode auxiliar neste processo. Partindo desta constatação, elabora-se reflexão sobre este método de análise do real. By showing that the relationships established by men and women with the practical means to engender real, dialectic makes possible the revolution of the status quo by allowing the understanding that the world is always the result of human practice, it is marked by relations of domination that fetishize and reify the social practice or marked by relationships that operate at the humanization of men and women. By breaking with the fetishes, or to realize that objects should not expose them, men and women advance against reification, raising the possibility of revolutionizing his conditions of existence. Thus, disruption of pseudoconcreticity occurs at the moment is evident that social reality is concretized through the conditions of production and reproduction of social existence, which is in our society marked by class struggle. This process requires a breakout effort to construct an interpretation of reality that go beyond a representation of the whole chaotic, typical of everyday experiences. This article posits that the historical materialist dialectical method con help this process. Based on this observation, we undertake reflection on this method of analysis of the real. (shrink)

The “transformation problem” in Marx’s Capital (how to make compatible the labour theory of value from the first book with “prices of production” from the third book) has been one of the main reasons to refute the marxist theory and, at the same time, a privileged matter in order to analyze the method question. In this paper, we try to analyze the sense and foundation of the labobour theory of value discussing with any attempt of reading Marx Capital as the (...) development of a supposed “dialectic method”. Analyzing the manuscripts and drafts that Marx did not finish, we try to defend that, contrary to what Engels thought (because it had been anounced by Marx himself), it is not possible to find in the third book a trace of the so expected “dialectic solution” to the “transformation problem”. That demands, of course, a different interpretation to explain the sense of the “transformation” of value into “production prices”. (shrink)

Foundational ontologies, central constructs in ontological investigations and engineering alike, are based on ontological categories. Firstly proposed by Aristotle as the very ur- elements from which the whole of reality can be derived, they are not easy to identify, let alone partition and/or hierarchize; in particular, the question of their number poses serious challenges. The late medieval philosopher Dietrich of Freiberg wrote around 1286 a tutorial that can help us today with this exceedingly difficult task. In this paper, I discuss (...) ontological categories and their importance for foundational ontologies from both the contemporary perspective and the original Aristotelian viewpoint, I provide the translation from the Latin into English of Dietrich's De origine II with an introductory elaboration, and I extract a foundational ontology–that is in fact a single-category one–from this text rooted in Dietrich's specification of types of subjecthood and his conception of intentionality as causal operation. Genera, typically hand-in-hand with their branching species, are essential elements of vocabulary-based information constructs, in particular scientific taxonomies. Should they also feature in formal ontologies, the highest of such constructs? I argue in this article that the answer is “Yes” and that the question posed in its title also has a Yes-answer: The way medieval ontologists sliced up the world into genera does matter to formal ontology. More specifically, the way Dietrich of Freiberg, a Latin scholastic, conceived and applied strictly (...) generic criteria to slice up the world into its entities can provide some guidelines to the field of formal ontology with respect to not only its contents, but also its scope. The concept of unconscious knowledge is fundamental for an understanding of human thought processes and mentation in general; however, the psychological community at large is not familiar with it. This paper offers a survey of the main psychological research currently being carried out into cognitive processes, and examines pathways that can be integrated into a discipline of unconscious knowledge. It shows that the field has already a defined history and discusses some of the features that all kinds of unconscious knowledge (...) seem to share at a deeper level. With the aim of promoting further research, we discuss the main challenges which the postulation of unconscious cognition faces within the psychological community. (shrink)

Epistemologists take themselves to disagree about whether there are situations where it is rational for one to believe that p and rational for one to believe that one’s evidence does not support p (rational akrasia). The embedded sentence ‘one’s evidence does not support p’ can be interpreted in two ways, however, depending on what the semantic contribution of ‘one’s evidence’ is taken to be. ‘One’s evidence’ might be seen as a sheer indexical or as a descriptive singular term. The first (...) interpretation makes the relevant kind of rational akrasia impossible, whereas the second one makes it possible. But the proposition that is taken to be expressed by ‘one’s evidence does not support p’ by each of these interpretations is not the same. We thus have a rational reconstruction of views that are labeled as being for and against the possibility of rational akrasia according to which they do not really contradict each other. (shrink)

The presence of the past is of prime importance in today's Mexican society. According to José Fuentes Mares, among the “peoples of the world the Mexican is the one who lives history the most”. With regard to the unsatisfactory relations between Mexico and North America, the journalist Alan Riding asks himself: “How can a people who relish the past to the point of intoxication understand another that looks constantly to the future?” In the Republic of Mexico, according to him, “the (...) entire past of the country throws a dense shadow over the present”. Conforming to a universal custom, every country divides its present past into four groups (survival, residues, memories and history), but in few nations are the four groups as copious as in this one. Although Mexico is rapidly shedding many old customs and is selling residual objects to foreign collectors on the sly, its historical treasure is still enormous, perhaps the largest in the world. Essays on the role of the body in self-consciousness, showing that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness. These essays explore how the rich and sophisticated forms of self-consciousness with which we are most familiar—as philosophers, psychologists, and as ordinary, reflective individuals—depend on a complex underpinning that has been largely invisible to students of the self and self-consciousness. José Luis Bermúdez, extending the insights of his groundbreaking 1998 book, The Paradox of Self-Consciousness, argues (...) that full-fledged, linguistic self-consciousness is built on a rich foundation of primitive, nonconceptual self-consciousness, and that these more primitive forms of self-consciousness persist in ways that frame self-conscious thought. They extend throughout the animal kingdom, and some are present in newborn human infants. Bermúdez makes the case that these primitive forms of self-awareness can indeed be described as forms of self-consciousness, arguing that they share certain structural and epistemological features with full-fledged, linguistic self-consciousness. He offers accounts of certain important classes of states of nonconceptual content, including the self-specifying dimension of visual perception and the content of bodily awareness, considering how they represent the self. And he explores the general role of nonconceptual self-consciousness in our cognitive and affective lives, examining in several essays the relation between nonconceptual awareness of our bodies and what has been called our “sense of ownership” for our own bodies. In recent years, some scholars and prominent political figures have advocated the deepening of North American integration on roughly the European Union model, including the creation of new political institutions and the free movement of workers across borders. The construction of such a North American Union, if it included even a very thin trans-state citizenship regime, could represent the most significant expansion of individual entitlements in the region since citizenship was extended to former slaves in the United States. With such (...) a possibility as its starting point, this article explores some striking parallels between the mass, legally prohibited movement across boundaries by fugitive slaves in the pre-Civil War period, and that by current unauthorized migrants to the United States. Both were, or are, met on their journeys by historically parallel groups of would-be helpers and hinderers. Their unauthorized movements in both periods serve as important signals of incomplete entitlements or institutional protections. Most crucially, moral arguments for extending fuller entitlements to both groups are shown here to be less distinct than may be prima facie evident, reinforcing the case for expanding and deepening the regional membership regime. This article seeks to provide a reflection based on philosophy and sociology around the occupation, if any, of the humanities. According to the hermeneutics of founding texts on the question “What is man?” and on various perspectives on it, a reflection is configured that aims to sustain what, in the author's view, corresponds to be the basic and determining occupation of the humanities. For this, five sections will be developed in which an introduction to some basic ideas about the humanities, (...) foundations of a philosophical anthropology, what is man from the study of sociology, what is man from the study of biology and neurosciences, and the humanities as a whole are exposed. The article aims to contribute to the understanding that cultivating the humanities and developing them requires an intention to make them a conceptual and unfinished representation of the world, not a piece of ductile clay in the image and likeness of those who see in them the stage of praxis by excellence. It is mainly concluded that the relevance, the very nature of the humanities, lies in broadening the spectrum of questions about what is man, before attempting to provide complete answers, so that, at the very moment in which the crucial question “What is man?” is found a finished answer and it becomes law, not only is a resolved question left, but also a meaningless life. Muchas teorías contemporáneas han intentado fundamentar una teoría de la justicia en alguna forma de consenso, sea fáctico o hipotético. Pero esa vía presenta muchas dificultades teóricas que la vuelven difícilmente aceptable. Un consenso posible podría fundarse en una voluntad ética desprendida de actitudes excluyentes y no a la inversa. Cabe pues explorar una alternativa: dar razón de la idea de justicia por la voluntad de disrupcion de una situación percibida como injusta. Eso es lo que ha acontecido históricamente y, (...) así, la teoría de la justicia se remitiría a esa experiencia de hecho y partiría de su examen crítico. Procedería en dos partes. Primero, la caracterización de la injusticia cuyo principio es la exclusión. Ésta puede definirse como la no-pertenencia a una asociación civil dada, de personas que pertenecen a la comunidad de los hombres. La percepción de la exclusión nos llevaría a determinar tanto los requisitos de pertenencia a una asociación civil como las exigencias planteadas por compartir la condición humana. Segundo, el análisis de las principales formas de exclusión y sus modalidades. De ese análisis podrían deducirse los principios de una teoría de la justicia que partiera del rechazo de una situación de exclusión real, sea o no objeto de consenso. (shrink)

In this article a study is carried out to identify the aspects of student satisfaction that allow improving university academic performance through applied educational research with a qualitative approach. Likewise, it is specified that the study problem is: how to enhance academic performance based on the satisfaction of the university student seen as a customer? The theoretical framework states that the way to be able to plan, know, and evaluate the satisfaction of students concerning the service they usually receive in (...) academic terms is considered a relevant factor concerning the quality of education at the national level, such efforts demanding an objective of excellence in education. The study subjects were 06 teachers of the Administration and Marketing career of a private university in Lima. As main results, 02 axes were evidenced: how satisfaction influences university academic performance and the elements to know which motivational strategies improve university academic performance. A discussion of the results was carried out, contrasting what was obtained in the qualitative focus group instrument to affirm or not the delimited category and the emerging categories of the study subjects with the scientific literature. Likewise, in conclusion, we have the reflection to reinforce the importance of student satisfaction to improve student performance in their educational experience at an integral level. (shrink)
